* Modify /state/{eventType}/{stateKey} to return the event at the time the user left

Or live, depending on their current state. Hopefully fixes some sytests!

* Linting

* Set HasBeenInRoom

* Fix cases for world-readable history visibility

* Fix bug in finding the requested state event
